KANNUR: Can contradictory claims of the Central and State governments on a subject be both right and wrong? The question is raised in the context of information available on the funds for upgradation of community health centres (CHC) in the State. The Union Ministry of Health and Family Welfare, in its response to a query under the Right to Information Act by the Thalassery-based People’s Council for Civil Rights (PCCR), said in a letter dated October 11 that the Infrastructure Division of the Ministry had released Rs.180 lakh to the State government for the upgradation of the CHCs for 2006-07. The PCCR sought information on the funds released to State government for various projects for 2006-07 and 2007-08. The PCCR submitted an application under the RTI Act seeking details. In its reply, the State Health and Family Welfare Department said that “no such amount was received for CHC upgradation.” The replies certainly give room for raising more questions on the subject through the RTI Act route.
