All smiles: Delhi Assembly Speaker Chowdhury Prem Singh in the Capital on Monday. NEW DELHI: Delhi Assembly Speaker Prem Singh on Monday said he was open to the idea of having more sittings of the House but it was for the Delhi Government to decide how many sittings it wants and when. Asked why the Delhi Assembly was having an average of just about 18 sittings in a year when around 60 are desirable according to the decision taken at a meeting of Speakers of all Assemblies convened by the Lok Sabha Speaker some time ago, Chaudhary Prem Singh said it was the prerogative of the Delhi Government to decide on the sittings. For the three-day Winter Session of the assembly starting this Wednesday, he said a total of 248 notices for questions had been received of which 224 have been admitted. The Assembly secretariat has also received a notice for a Government Bill called Bharat Ratna Dr. B.R. Ambedkar Amendment Bill, 2007. Another Bill, the National Law School Delhi University Bill, 2007, which was introduced in the House during the last session, will also be taken up for discussion. During the session, the 14th Report of the Business Advisory Committee and the 11th Report of the Committee on Private Members’ Bills and Resolution will also be presented. On December 26, there will be a discussion on the problems of unauthorised colonies while the following day there will be a discussion on the power situation in Delhi following privatisation. Mr. Singh said three private members’ resolutions had also been selected for being taken up on December 28. One of them is by BJP MLA Vijay Jolly which states, ``This House resolves that minimum 50 sitting of the Assembly be convened during a year and minimum duration of a session should be two weeks.” The other would be by Congress MLA Bheesham Sharma seeking constitution of a separate Education Board of Delhi while the third by Nationalist Congress Party MLA Ramvir Singh Bidhuri demands that the next election of the Delhi Assembly be held on the basis of the new delimitation proposals notified by the Delimitation Commission of India.
