Candidates complain of wrong answers to multiple choice question

Group-I Services exam conducted

by Tamil Nadu Public Service Commission


TIRUCHI: Candidates who appeared for the Group-I Services examination conducted on Sunday by the Tamil Nadu Public Service Commission complained that all answers provided for a multiple choice question were incorrect.

In the objective type preliminary examination, the answers for question number 47 - When was the Central Pollution Control Board set up in India? – were given as 1989, 1985, 1981 and 1991.

The right answer is 1974, pointed out R. Ganesan of Solampettai near Mayiladuthurai, a candidate, quoting from the India Year Book – 2007 brought out by the Ministry of Information and Broadcasting.

A sentence in the book pertaining to the question reads as follows: The Central Pollution Control Board (CPCB) an autonomous body of the Ministry (of Environment and Forests) was set up in 1974 under the provisions of the Water (Prevention and Control of Pollution) Act 1974. On the CPCB website ( www.cpcb.nic.in), the beginning part of chapter I in the introductory section of annual report 2001-2002 reads as follows: The Central Pollution Control Board (CPCB) was constituted as Central Board for Prevention and Control of Water Pollution (CBPCWP) on 22nd September, 1974 under the provisions of The Water (Prevention & Control of Pollution) Act, 1974, and later under Water (Prevention & Control of Pollution) Amendment Act 1988 (No. 53 of 1988) its name was amended as Central Pollution Control Board.

There is, however, a mention of the year 1981, one of the choices for the question, in the records of the Tamil Nadu Assembly proceedings (third session of the Ninth Assembly from 18th January 1990 to 27th January 1990). A Government resolution contains this information: “And whereas in pursuance of a resolution passed under clause (1) of Article 252 of the Constitution of India by both Houses of the Tamil Nadu Legislature, the said Water (prevention and Control of Pollution) Act, 1974 (Central Act 6 of 1974) has been adopted in the State Tamil Nadu and the same has come into force in the State of Tamil Nadu with effect from 31st August 1981.”
