Subsidised credit, irrigation and effective water management hold the key, say experts BHUBANESWAR: Provision of subsidised agricultural credit and ensuring irrigation facilities to all blocks will help achieve 4 per cent agricultural growth in Orissa, opine experts and academicians here. Different aspects of the state of affairs of agriculture were discussed threadbare at a two-day workshop on ‘Strategies for achieving 4 per cent agricultural growth in Orissa’ organised by the Institute of Public Finance and Policy (IPFP), a city-based research organisation. “At least 40 per cent irrigation coverage in each block is to be ensured through effective scientific water management. Pani Panchayats are to be empowered in the field of water management,” the former finance minister, Panchanan Kanungo, said. The Tenancy Act should also be amended for progressive and effective land reforms, mainly to provide security of tenancy to farmers, he said. Market linksNo agriculture land with two crops in a year should be given for industrial purposes, Mr. Kanungo said. Emphasising the need to provide market links to existing agriculture production, the experts felt that “agri export zones or special agriculture zones” should be encouraged through private-public-community partnership (PPCP). “All crops are to be covered under crop insurance scheme with gram panchayat as a unit. Agricultural credit target must be framed keeping in view the deposit base of the lending institutions,” the academicians said.
