RI for retired Collegiate Education official

Four others sentenced to one-year RI

Records forged; inferior articles supplied


CHENNAI: A Special Court on Thursday convicted and sentenced a retired Joint Director of Collegiate Education (JDCE) to two years rigorous imprisonment (RI) and ordered him to pay a fine of Rs.50,000 in a case relating to purchase of laboratory equipment for colleges violating the against guidelines and procedures. Four others were sentenced to one year RI and a fine of Rs.25,000 each.

Special Judge S. Manoharan gave 15 days for the convicted persons to pay the fine. He granted bail to them. He ordered that the five appear on January 10.

The police filed a charge sheet in the Special Court here against five persons — N. Kasinathan, a retired JDCE; P. Karmegam, president, Tiruvannamalai Annamalaiyar Iron and Wooden Articles Producers Multipurpose Workers Industrial Cooperative Society Ltd, Tiruvannamalai; S. Thirupathyraj, retired senior inspector, office of the Assistant Director (OAD), KVIB, Villupuram and formerly Special Officer (SO), Sri Jeyavalli Women Multipurpose Industrial Cooperative Society, Dindigul; V.D.Perumal, Senior Inspector, OAD, KVIB, Villupuram and formerly SO, Villupuram Multipurpose Cottage Industrial Cooperative Society and E. Govindarajan of T.Nagar here.

The charge sheet said the accused issued supply orders without issuing tender documents. Without obtaining the chemicals and the laboratory equipment, false records were created to show that they were ‘received in good condition’. By preparing a leading note, Mr. Kasinathan made the Commissioner of Collegiate Education (CCE) believe that the purchase was in accordance with the procedures and that the goods had been received. On the false note order, the CCE prepared bills to the tune of Rs.56.36 lakh and issued demand drafts, which were encashed.

Subsequently, substandard articles were purchased and supplied to colleges. The purchase was for financial year 1994-95.

In his 155-page judgment, the Special Judge sentenced Mr. Kasinathan to imprisonment for a year and two years’ RI and fine on various counts. The other accused were sentenced to one year RI and ordered to pay fine on different counts.

The sentences would run concurrently. He said considering the age of the accused and the matter involved and subsequent supply of material by the accused, he was handing down a lenient sentence.
