Quota guidelines for chiefs of ULBs approved

Elections to 208 urban local bodies were held in September

Delimitation of wards in BBMP to be completed in two months


BANGALORE: The State Government on Friday approved the guidelines for reservation of posts of mayor, deputy mayor in City Corporations and president and vice-president in city municipal council, town municipal council and town panchayats.

Elections to 208 urban local bodies were held in September and results were declared. But none of these bodies had been constituted following the delay in framing of the guidelines for the chiefs’ posts of local bodies by the Urban Development Department.

Seven corporations — Gulbarga, Bellary, Hubli-Dharwad, Mangalore, Belgaum, Mysore, and Davangere — for which elections held three months ago, were not yet constituted.

The Executive Committee meeting chaired by Governor Rameshwar Thakur has approved the guidelines framed by the Urban Development Department. Deputy Commissioners of the districts would notify the dates for the conduct of the first meeting of urban local bodies. The process was expected to be completed by coming January end, the Governor said.

S. Krishnakumar, Adviser to the Governor, told presspersons that the reservation of posts for the Scheduled Castes and Scheduled Tribes category would be determined based on the 2001 Census. The reservation roster would operate separately for each category of urban local bodies — city corporations, city municipal council, town municipal council and town panchayats. There would be no repetition for any category with an exception for general category in view of their population.

The Executive Committee has decided to adopt sequential order such as Backward Classes category ‘A’ (women)/ Backward Classes category ‘A’/ Backward Classes category ‘B’ (women)/ Backward Classes category ‘B’/ General (women) and General for local bodies arranged in a an alphabetical order for reserving the categories for the offices of mayor/deputy mayor/ president/vice-president.

Asked about elections to Bruhat Bangalore Mahanagara Palike (BBMP), he said the process of delimitation of wards would be completed in the next two months. The Deputy Commissioners and Urban Development Department would revise the ward list and finalise the process.

After the preparation of the list elections would be held. The number of wards would be 150, he said.
