All set: A view of the Tirupur Municipality building. — TIRUPUR: With the State Government elevating the Tirupur Municipality into a Corporation, incorporating peripheral areas into the city brings cheer and hope to the hapless residents of village panchayats. The area of the municipality will surge into 159.37 sq. km. from the present 27.19 sq.km. The eight village panchayats on the outskirts of Tirupur- Muthanampalayam, Nerupperichal, Murugampalayam, Veerapandi, Aandipalayam, Thottipalayam, Chettipalayam and Mannarai and Grade III municipalities of Nallur and Velampalayam will become part of the Corporation. With the burgeoning exports of knitwear products, Tirupur has grown by leaps and bounds and these peripheral areas give shelter to lakhs of migrant workers who come here in search of jobs. The bulge in population in a short span of time has been posing a great challenge for these village panchayats in providing basic amenities. While Tirupur municipality, one of the highest revenue earning local bodies in the region, could cope with the increasing requirements, it has been a big struggle for others. Almost all the eight village panchayats and Nallur and Velampalayam municipalities had a difficult time in providing drinking water. Though the implementation of water scheme by the New Tirupur Area Development Corporation Limited (NTADCL) has helped them easing the situation their agony could not end till. “We are supplying water once in a week even after getting 17 lakh litres a day from the NTADCL,” remarks S.P. Mani, municipal chairman of Velampalayam. He insisted implementation of new water scheme. and demands more allocation of funds on a par with Tirupur town. All the eight village panchayats and most parts of Velampalayam and Nallur towns do not have proper storm water drains. With lack of proper disposal system sewage stagnates in many parts posing health hazards to residents. Meagre wagesThe disparity in wages for conservancy workers should be addressed, demands K. Marappan, president of Chettipalayam panchayat. While a worker gets a wage of Rs.4,000 in a municipality, he could get only Rs.900 a month in a village. “We cannot appoint adequate number of conservancy workers. And we do not have the power to give them more wages compare to their counterparts in municipalities,” he adds. The authorities should also allow us to appoint more workers and procure tractors. C. Rangasamy, president of Thottipalayam village panchayat sounds a note of hope. “As a village panchayat, at present, we cannot lay roads beyond 3.75 metre width. Our budget will also not a big one. When we become a part of City, the allocation will be more and big development works can be taken up. The people will get good roads,” he reasons. His counterpart in Veerapandi, A. Govindaraj shares his views. In his village there is a generation of 25 loads of garbage. “We do not have power to purchase tractors to carry these garbage. And a village panchayat cannot take up drainage or road work at a cost of Rs.75 lakh or Rs.1 crore. This all possible when it becomes Corporation,” he says. They demand extension of under ground drainage to all the areas. All of them cautioned one point: There should be no hike in taxes.
