Code of Conduct of State Sports Associations

THIRUVANANTHAPURAM: The Kerala State Sports Council (KSSC) has decided to bring into force a Code of Conduct for all State sports associations affiliated to it, as part of the revision of its grant-in-aid rules.

Addressing a press conference here on Friday, the KSSC president, T.P. Dasan said that no funds would be released hereafter if any of the State Sports Associations failed to adhere to the code of conduct.

“The decision to enforce the code has been taken in view of the many complaints received from sportspersons and others about the manner in which the selection of the teams in the various disciplines were being conducted, the failure of the associations to arrange proper travel facilities for participation in the various National championships and other matters from time to time.”

The decision to suitably amend the grant-in-aid rules and implement a code of conduct for all associations was taken by the general body meeting of the KSSC here on Thursday.

Accordingly, all sports associations would be required to reconstitute its selections committees including the president or secretary of the association concerned, two internationals (of which one should be a woman), the state coach and an observer appointed by the KSSC.

The associations, further, would be required to conduct district championships in all districts in the senior, junior and sub-junior categories to enable it to collect its annual grant from the KSSC. Registration of players would also have to be completed at the district-level before July 1 every year.

The KSSC president said that associations would hereafter be also required to intimate in writing the exact dates of the various National championships, two weeks prior to the conduct of the coaching camp and the travel dates set for the departure of the teams concerned. This, Mr. Dasan said, would help the KSSC in releasing the TA/DA for the players prior to the departure of the teams concerned.

The KSSC has also divided the various State associations affiliated to it into five grades after considering various factors. The Council has also decided to substantially increase the annual grants to the various State associations, Mr. Dasan said.
