State-of-the-art control rooms to be set up in Gurgaon, Rohtak, Faridabad and Panchkula Web-enabled crime information system to be operational soon CHANDIGARH: The Haryana police are planning to establish a Special Task Force to deal with cases of terrorism, naxalism and other serious crimes during the coming New Year. Director General of Police Ranjeev Dalal told media persons here on Friday that for the first time five psychologists had been appointed to make the police force more responsive and sensitive towards the people. While congratulating the men in khaki for “maintaining peace and better law and order in the State with a team spirit”, he said the Haryana police had succeeded in solving a large number of crimes taking place in villages, towns, cities and mega cities, especially those relating to migratory population from neighbouring States. Mr. Dalal said modern, state-of-the-art control rooms would be set up in Gurgaon, Rohtak, Faridabad and Panchkula districts. To ensure better vigilance at crowded public places, an outdoor surveillance system has been sanctioned for the Gurgaon Commissionerate and it would be operational in a few months. Besides, the public could lodge complaints on a toll-free number (1800-180-2200) and a special mobile number (9216353111). He claimed that the Police Commissionerate system established in Gurgaon had yielded good results. The Police Department has introduced a web-enabled crime information system which would be operational from this coming January 1. This would help supervisory officers at all levels to closely monitor the progress of investigation of cases which were registered in various police stations. He said the process of service of summons which was earlier done manually by deputing policemen had now been switched over to WAN. With this, the services of about 800 police personnel had now been utilised for maintaining law and order. And to ensure prompt and quality investigation, law and order and crime have been separated in each police station. The State Crime Branch (SCB), which was separated from the CID, has been strengthened while a Cyber Cell has been established in the SCB. Mr. Dalal said the Haryana police had recruited 4,000 constables including 300 women constables during the current financial year. Besides, recruitment of 4,399 constables for the Indian Reserve Battalion (IRB), Telecom, District and Mounted Police is in progress. The CID is being reorganised to bring about better professionalism and efficiency in the intelligence collection machinery. And to regulate traffic and provide assistance on national highways, 22 traffic police stations have been set up. A special campaign has been launched to check over-speeding and drunken driving. The posts of all SHOs have been upgraded to the rank of Inspector. It is proposed to reduce the police-public ratio to 1:300 which at present is roughly 1:480. At present the sanctioned strength of Haryana Police is 47,000 and a proposal for restructuring the force is being considered by the Government. It is also proposed to upgrade the existing Forensic Science Laboratory at Madhuban. Claiming that the police had achieved significant success in curbing heinous crime against women, Mr. Dalal said that women had been provided safer and more secure environment: “Of the 822 cases of murder registered in 2007, 82 per cent have been worked out so far.” Train passengers now can lodge first information reports (FIRs) in moving trains through FIR forms that they can easily obtain from TTEs and railway guards. About the investigations into the Samjhauta Express blast, he admitted that a roadblock had been reached but hoped that the case would be solved in the New Year.
