CHENNAI: Former Director-General of the Bureau of Police Research and Development Kiran Bedi on Friday said that citizens would have to be a part and parcel of a safer India.

Speaking on ‘Being an accountable citizen,’ at the 132nd international convention of The Theosophical Society here, Ms. Bedi, who has voluntarily retired from the IPS, said the immediate provocation for her to talk on the subject was the assassination of former Pakistan Prime Minister Benazir Bhutto, which pained her. She said that it was the breakdown of institutions over the years that led to such incidents. Such killings discouraged people from joining politics.

“No hierarchy”

Ms. Bedi stressed on people’s role in ensuring a safer nation. She had launched a movement for a safer India. She said there could be people’s units each consisting of five persons. Making it clear that it should be a non-hierarchical movement, she said each individual could take up responsibilities such as spreading the message of responsible citizenship, peace, discipline and hard work. There could be a television programme, free of cost, for a few minutes when persons such as the Prime Minister and Home Minister could reach out to the people.

She said the police were terribly under-resourced and ill-equipped. There could be a better public-police interface. It was high time that an “intelligence receipt centre” was started and members of the public could pass on authentic information as part of their efforts to strengthen security.

“Without a safer India, we can not have a secure India. We can not have a high Sensex India” as economy and internal security were inter-linked.

On why she sought voluntary retirement, when she had two years service left, she said it was due to the rebel in her. She was one among eight senior officers. Radha Burnier, international president of the society, presented a set of books to Ms. Bedi.
