SEA OF HUMANITY: The former Chief Minister B.S. Yeddyurappa addressing a gathering at the party’s Jana Jagruthi Yatra in Sedam on Saturday. SEDAM: The former Chief Minister B.S. Yeddyurappa on Friday criticised the administration under President’s Rule in the State saying that all welfare measures introduced by him in two successive budgets were not being implemented intentionally. Stating that schemes such as Sandhya Suraksha and Bhagyalakshmi were not being implemented, Mr. Yeddyurappa said that the party would be forced to launch an agitation against the Governor if this situation continued. At a press conference before launching the Bharatiya Janata Party’s Jana Jagruthi Yatra here, Mr. Yeddyurappa said that apart from these schemes, distribution of bicycles to schoolchildren had also come to a halt. Ulterior motiveHe alleged that this was being done with an ulterior motive since these programmes were considered to be conceived by the BJP. For the implementation of Sandhya Suraksha, an outlay of Rs. 250 crore was made in the budget to cover seven lakh beneficiaries, and a Government Order was issued to relax the provisions for extending enhanced old-age pension. However, this too had not been implemented. By this time, 4.45 lakh schoolchildren should have got bicycles, but the administration had failed to distribute them. Mr. Yeddyurappa said that in the budget for the current year, an outlay of Rs. 350 crore had been made for the implementation of the Suvarna Grama Yojana for taking up comprehensive developmental activities in select villages. However, according to information available with him, only around Rs. 20 crore had been spent. He said that the last decision taken by his government before his resignation was to speed up distribution of 12 lakh ration cards and set a deadline for officials to distribute them within a month. However, even this had not been done. Mr. Yeddyurappa said that all developmental schemes in the State had come to a standstill and even ongoing and new irrigation projects such as the Upper Bhadra project had suffered setbacks due to the callous attitude of the officials in not constituting the Technical Advisory Committee (TAC) in the Water Resources Department. In the absence of the TAC, all tender proposals and estimates of fresh and ongoing irrigation works had not been cleared. He urged the Governor to constitute the TAC immediately and ensure that the interests of the State were safeguarded. Party president D.V. Sadananda Gowda and general secretary Shashil G. Namoshi were present.
