BANGALORE: Taking suo motu notice of a report published in The Hindu on December 25, on the state of undertrials in Bangalore, the Karnataka State Legal Services Authority (KSLSA) has directed the Home Department to ensure enough police escorts to produce all undertrials lodged in Bangalore Central Prison before the courts on hearing dates. ReportThe report had highlighted the plight of undertrails languishing in judicial custody without being produced before jurisdictional courts for lack of police escorts. While 200 undertrials were required to be produced before courts in a day, only 60 were brought in because of insufficient escorts, the report had said. However, the City Armed Reserve, who is entrusted with providing the escort service, claimed that its manpower had not increased since 2001. In a letter to Vatsala Vatsa, Principal Secretary to Government (Home), association member-secretary Veeranna G. Tigadi said, “A duty is cast on the State to provide enough City Armed Reserve personnel to take all undertrials to court. If the undertrial is not produced before the court for want of an escort, his fundamental right is being violated.” Mr. Tigadi said KSLSA executive chairman and High Court judge V. Gopala Gowda wanted the Government to take steps in this regard.
