‘States cannot de-notify SEZs’

NEW DELHI: The Centre said on Wednesday that notified Special Economic Zones (SEZs) could not be de-notified or scrapped by any State government.

“Once an SEZ is notified after getting formal approval from the Board of Approval, it becomes a legal entity. There is no provision in law to de-notify a notified SEZ,” Commerce Secretary and BoA Chairman G.K. Pillai told journalists after a BoA meeting here.

Reacting to the Goa government’s announcement that it would scrap all upcoming SEZs in the wake of widespread protests, Mr. Pillai said that legally it was not possible; those in the pipeline could be cancelled as per the State government’s wishes.

The Centre has notified three SEZs in Goa — Cipla’s Meditab Specialities, Peninsula Pharma Research Centre and K. Raheja Corp. Ten others have either been granted formal or in-principle approvals. The developers of the notified SEZs have not only acquired land but also started construction work and imported machinery.

In its meeting, the BoA considered 44 proposals for setting up SEZs. It granted formal approvals to 24 SEZs. These include one by the SAIL Salem SEZ Pvt. Ltd. in Tamil Nadu and two multi-product SEZs. The meeting also cleared four IT and electronics SEZs — three in Uttar Pradesh and one in Tamil Nadu, and gave in-principle clearance to four SEZs.
