Separate ministry, department needed for various categories: Commission chief “Include ‘Narikoravas’, ‘kuravars’ in the list of Scheduled Tribes” CHENNAI: The denotified, nomadic and semi-nomadic tribes have been neglected for long and the Government should take measures for their uplift, Chairman of the National Commission for Denotified, Nomadic and Semi-Nomadic Tribes, Balkrishna Sidram Renake, said here on Wednesday. After a meeting with representatives of denotified communities and NGOs, organised by the State Department of Backward classes and Denotified Communities, he said these categories of people were neglected before and after Independence. Mr. Renake said the Commission supported a demand made at the meeting that there should be a separate ministry and department for the categories and advisory committee at the State level and welfare committees at the district level. Referring to a grievance of participants that they did not get community certificates easily, the Chairman said the Commission felt that since the tribal people were on the move, the Government should go to them so that there was no room for such complaints. Territorial rightsInitially, tribal people should get territorial rights and should be able to enjoy a minimum area of land. Quality education, particularly skill-oriented education, should be provided to their children, to instil confidence in them. This called for changes in the educational system and residential schools were required. As part of the nation-building efforts, the communities should be involved in the productive system. The rural employment scheme should be linked with the productive system so that assets could be created. Commission Member-Secretary Lakshmichand and Member Laxmanbhai K. Patni were present. Secretary, Backward Classes, Most Backward Classes and Minority Welfare, N. Vasudevan, and Director of Backward Classes Welfare, R.S. Kannan, were among those who represented the Tamil Nadu Government. DemandsRepresentatives at the meeting made a strong demand that ‘narikoravas’ and ‘kuravars’ should be included in the list of the Scheduled Tribes. A 10 per cent reservation should be provided for denotified, nomadic and semi-nomadic tribes in education and employment opportunities. “Stop harassment”Employment should be provided commensurate with the candidates’ educational qualification. Kuravars and narikoravas should be issued identity cards and allowed entry into jungle areas to collect forest raw materials. Police harassment of kuravars should stop. The other demands were permanent houses, hostels and a welfare board. A representative said his community kudukuduppaikaaran should be given a permanent name and benefits extended to its members. “Discrepancies”Speakers said there were discrepancies in issuing community certificates. Officials should implement government orders. Earlier, Mr. Vasudevan said the State Government had already sent a proposal to the Centre for including narikoravas in the ST list.
