Applications have to be authenticated by BDA architects BDA to come up with two major residential projects BHUBANESWAR: Orissa Government has finally issued gazette notification to regularise unauthorised or deviated constructions through compounding in the capital city. Bhubaneswar Development Authority (BDA) will consider regularisation of deviated constructions if applications are submitted within six months of date the notification, which is December 31, 2007, BDA Vice Chairman Nikunja B. Dhal said addressing a press conference here on Friday. Pointing out that applications had to be authenticated by empanelled architects of BDA, he said it was like self-assessment scheme and the authority would believe what the applicants would submit in the application. “However, we will go for random checking to ascertain the veracity of the claims,” Mr. Dhal said. The buildings with unauthorised or deviated constructions once regularised under the scheme would not be considered for further regularisation, the notification said.In case of multi-storied buildings, the applicant would have to obtain no objection certificate from Bhubaneswar Municipal Corporation and Fire Services and would submit a structural stability certificate, it said. New regulationsThe BDA Vice-Chairman, however, made it clear that encroachment of roads, nallah, drainage channel and public land could not be regularised by compounding. Meanwhile, the city regulating body has geared up for formulating its new regulations. “A draft proposal of new regulations will be placed in BDA’s meeting on January 11. We will be coming out with the final notification within March next,” the Vice-Chairman said. He also said big shopping malls which were not confirming with the parking norms would not be regularised in the just announced scheme. He expressed dissatisfaction over granting of trade licence to people who had not secured Occupancy Certificate, which was issued for clean establishments or non-violation of building norms. “I have written to Bhubaneswar Municipal Corporation not to grant trade licence. The health department was requested not to give licence to major nursing homes which are not having occupancy certificate. If each department sticks to enforcement, then we will have little scope for violation,” Mr. Dhal saidd. He said BDA would come up with two major residential projects, one multi-storied houses at Arya Vihar on a 4.5 acre land and anther housing scheme at Subudhipur in Kalinga Vihar area on nine acre of land during 2008.
