High court levies cost of Rs. 5,000 on the institution BANGALORE: The Karnataka High Court on Wednesday came down heavily on the women’s university in Bijapur for failing to commence a postgraduate course in social work (MSW) despite receiving applications from several students and also advertising the course in the university syllabi. Taking exception to the conduct of the university, Justice Ashok B. Hinchigeri levied cost of Rs. 5,000 on the institution. He allowed a petition by Bharati V. Honnali of Bijapur and directed the university to commence the MSW course. In her petition, Ms. Honnali said she had applied to the university for taking up masters in social work course in 2006-07. However, to her disappointment she was told that the course had not yet been started. She claimed that she had lost an academic year for no fault of hers. She said even this year, the university had no intention of starting the MSW course. She urged the court to direct the university to commence the course.
