SHIMLA: In the first phase of Ministry formation, Himachal Chief Minister Prem Kumar Dhumal on Wednesday inducted nine Ministers into his Cabinet. Governor V.S. Kokje administered the oath of office and secrecy to the Ministers at a simple ceremony at the Raj Bhavan here. Regional balanceKeeping a regional balance, Chief Minister Dhumal inducted four Ministers from Kangra, politically the biggest district and a stronghold of the former Chief Minister, Shanta Kumar. The Cabinet Ministers from Kangra include two ardent Shanta supporters — Krishan Kapoor and Ramesh Dhwala. The only woman Minister, Sarveen Chaudhary, is also from Kangra along with Ravinder Ravi, a confidant of Mr. Dhumal and his former colleague. The other newly-inducted Ministers are Gulab Singh Thakur from Mandi, I.D. Dhiman from Hamirpur, Narender Bragta from Shimla, J.P. Nadda from Bilaspur and Rajiv Bindal from Solan. There are two more posts vacant in the Cabinet.
