Contained non-plan revenue expenditure through strict economy measures Bhopal: Madhya Pradesh recorded a higher revenue mobilisation and succeeded in containment of non-plan revenue expenditure through strict economy measures during the 10th Five-Year Plan that ended in March last year. The State has several achievements to its credit in key sectors, including infrastructure, during the period (2002-07) which also saw significant improvement in public finance, an official release said here. The Plan was approved for Rs. 25,737.25 crore, but the actual outlay had been Rs 33,725.96 crore. The actual expenditure, including anticipated expenditure, was Rs. 33,874.61 crore. Thus the State’s performance during the Plan in financial terms was 100.44 percent of the approved outlay. The State has been a front-runner in utilisation of resources for poverty alleviation and wage employment under schemes like rural employment guarantee scheme for the last couple of years, it said. Madhya Pradesh has been acknowledged as the best performing e-governance State under the National Rural Health Mission. The performance under Janani Suraksha Yojana has been among the best in the country. The infant mortality rate has dropped from 90 to 76 during the Plan period, it said. The performance in infrastructure sectors of road, power, and irrigation has been impressive. The State created 6.17 lakh hectare of irrigation potential, which is about 30 per cent more than the fixed target, the release said. Similarly, additional capacity of 1,000 MW from Indira Sagar hydro-electric plant has become available ahead of the schedule. Likewise, addition of 6,848 km of road by Public Works Department is more than the target of 4,770 km set for the 10th Plan, it added. Madhya Pradesh has received approval for State wide area network (SWAN) linking the State headquarters to the blocks, it said, adding this will facilitate e-governance. The State has also been among the first ones to promote information communication technology (ICT)-enabled learning through launch of programmes like ‘Headstart’. Madhya Pradesh has been a pioneer in realising the potential of private public participation (PPP) mode of financing the infrastructure projects. -- PTI
