Thiruvananthapuram: The government has decided to waive the provision under which plans certified by licensed engineers have to be submitted for getting building permits for the construction of small buildings of up to 60 sq.m. plinth area in panchayats. Minister for local Self-Government Paloli Mohamed Kutty said here on Thursday that in such cases, it was enough if the persons concerned submitted a sketch prepared by them showing the area of the building. He said that permits for the construction of such buildings could be given to the beneficiaries of loans under the government’s or panchayats’ housing schemes, those below the poverty line and those who have only possession certificates. In the case of those belonging to the Scheduled Tribes category, even possession certificate need not be insisted on for allowing house construction in their traditional place. The Minister said it was the Kerala Municipal Building Rules which were in force in the panchayats. A separate set of building rules, taking into consideration the peculiarities of the panchayats, was under preparation. Till that came into force, plans need not be submitted for small buildings. The government had come out with these guidelines on finding that many panchayats were delaying the issue of building permits in spite of the submission of adequate records of housing schemes by the beneficiaries. The government proposes to view such delays seriously and take action against those responsible for it.
