The Government of India has set up an All-India Council of Elementary Education in order to accelerate the pace of expansion of elementary education and to fulfil the directive of Article 45 of the Constitution which says that the state shall endeavour to provide, within a period of ten years from the commencement of the Constitution, for free and compulsory education for all children until they complete the age of 14 years.
