GOs in the present form will impose heavy burden on people Penalties fixed are ten-fold higher than those charged in 1998 HYDERABAD: The Communist Party of India (Marxist) State committee has asked the government to regularise residential constructions in areas up to 200 sq. yards free of cost and allow owners of other regularised residential structures to pay the penalty amounts in monthly instalments. The CPI(M) wants the government to make total changes in its orders GO Ms 901 and 902 as the orders in their present form will impose heavy burden on people. The government should take steps to bring down the penal charges on a par with the building regularisation scheme introduced in 1998 besides amending the stipulations that adversely affect the house owners. PenaltiesIn a statement, CPI(M) State secretary B.V. Raghavulu said the penalties fixed by the government were ten-fold higher than those charged in 1998 and they were turning out to be higher than the actual cost of land at several places. This, according to him, was because of the uniform rates fixed across the State. In addition, the government should refrain from collecting separate penalties for regularisation of layouts and constructed structures. The process adopted should encourage the people to voluntarily come forward to regularise their structures and the government should not take up such repressive measures, he said.
