NAGERCOIL: The government has allotted Rs.1.82 crore for development works, including renovation of Athikesavan temple, in Thiruvattar town panchayat, Director of Town Panchayats Gopal has said. Inspecting the projects on Thursday, he said Tamil Nadu was the first State to introduce the concept of town panchayat, which was planned as a transitional body between rural and urban local bodies, with the intention of providing basic amenities to the poor and down trodden. Among the local bodies, the town panchayats were conferred with individual administrative powers and an enhanced staff pattern. Dr. Gopal said steps would be taken to organise a mass cleaning programme in Kanyakumari district before Pongal in all town panchayats. The Ministry of Environment and Forests had formulated a set of rules with regard to ‘management and handling’ of urban solid wastes. To prohibit littering and facilitate compliance, steps had been taken by the town panchayat authority that included house-to-house collection. The meeting looked into devising collection of waste from slums and squatter areas or localities (hotels, office and commercial complexes). Wastes from slaughterhouse and markets were biodegradable in nature that should be managed to make use of such wastes. Bio-medical wastes and Industrial wastes should not be mixed with urban solid and such wastes should be followed the rules separately specified for the purpose. Collected wastes from residential areas and other areas should be transferred to community bin by hand-driven containerized carts or other small vehicles. Horticultural and construction or demolition wastes or debris should be separately collected and disposed off as per norms. Wastes should not be burnt. All town panchayats in Kanyakumari district would ensure storage facilities by taking into account quantities of waste generation in a given area and the population density. A storage facility should be so placed that it was accessible to users. Storage facilities, to be set up by town panchayat authorities or any other agency, should be so designed that wastes stored were not exposed. They should be aesthetic and user friendly, said Dr. Gopal. Collector S.J. Chiru, Assistant Director for Town Panchayats (in-charge) A.
