Union Minister of State for Urban Development Ajay Maken NEW DELHI: Seething with rage over being blamed for the mess created in regularisation of the Capital’s unauthorised colonies, the Delhi Government on Saturday squarely put the blame back for the chaos on Union Minister of State for Urban Development Ajay Maken. In a letter sent to Mr. Maken, Development Minister Rajkumar Chauhan stated that while the Delhi Government had been accused by him of adopting a flawed policy for regularisation of unauthorised colonies, it would be better if he could get the regulations or modalities under preparation by his Ministry speeded up. Mr. Chauhan also asked Mr. Maken to “strongly advise” his Ministry to get in touch with the Delhi Government before it goes to the Press. In the detailed letter, Mr. Chauhan said the Union Ministry of Urban Development had after finalising the guidelines for regularisation of colonies on October 5, 2007, sent them to the Delhi Development Authority with a request to urgently carry out necessary modifications in the draft regulation. He said the DDA in turn prepared the regulations (modalities for regularisation) and sent those to the Ministry of Urban Development on October 12, 2007. There, Mr. Chauhan said, it was abundantly clear that it was always the intention of the Ministry to prepare the regulation or modalities for regularisation of unauthorised colonies. The guidelines prepared by the Ministry mention the preparation of lay-out plan in para 3.2 and 4.2 (b) of the guidelines. Moreover, he said, the regulations prepared by the DDA mention several other plans which are required to be obtained from the residents’ welfare association/residents’ society in addition to the lay-out plan. These other documents, he said, included the building plan, site plan and service plan. While Section 7 speaks of the survey and service plan, Section 10 prescribes submission of lay-out plan and Section 10.4 refers to preparation of the service plan. Therefore, Mr. Chauhan said, the Delhi Government while inviting applications and lay-out plans from the RWAs of unauthorised colonies on November 14 adopted the modalities prepared by the DDA on the instructions of the Ministry of Urban Development. Though the guidelines were issued on October 5, 2007, he said Chief Minister Sheila Dikshit had the following day reminded that there was a need to speed up finalisation of the regulations. But still these had not been issued till date by the Union Ministry, Mr. Chauhan noted. Finally, he said, while the notice inviting applications was issued on November 4, 2007, and more than 80 per cent of the RWAs submitted their applications, ``it is surprising that though more than two months have elapsed, none from the Ministry of Urban Development could identify any discrepancy and cared to inform us”.
