Uttar Pradesh
JHANSI: The Congress on Thursday took one more step towards the creation of a separate state of Bundelkhand. The Coordination Committee meeting of the Uttar Pradesh Congress Committee (UPCC) at the Circuit House here passed a resolution demanding the Union Government to constitute a Second States Reorganisation Commission. According to UP Congress president Rita Bahuguna Joshi, the AICC Working Committee had adopted a proposal on the Second States Reorganisation Commission in 2002. The Coordination Committee meeting was attended by AICC General Secretary Rahul Gandhi and 29 other members. The first Coordinating Committee meeting was held in Lucknow on November 12, 2007. Bundelkhand and the drought situation in the region figured prominently in the meeting. The resolution on the subject adopted in the meeting supported the cause of a separate state of Bundelkhand. Describing the Uttar Pradesh Government’s package on Bundelkhand as unclear and lacking direction, Dr. Joshi told newspersons that the Congress has already tabled a private member’s resolution on the subject in the Uttar Pradesh Vidhan Sabha. She said the UP Government should support the Congress move and send a resolution passed by the State Assembly to the Union Government. She said the Coordination Committee lauded Mr. Gandhi’s efforts, adding that the Central package on Bundelkhand is on the way but before that some modalities have to be worked out. Dr. Joshi said water is the biggest priority area and efforts should be made to stop the migration of population from Bundelkhand. The UP Congress president said the resolution on the creation of a separate state presented to the Prime Minister, Manmohan Singh, on January 11 was discussed in the meeting. Stating that the UP Government had failed to implement the Central schemes, including the National Rural Employment Guarantee Programme, Dr. Joshi announced that a “hisaab maango abhiyan “ (campaign asking for details) would be launched in all blocks. She said Mr. Gandhi had adopted the Amethi block and the AICC General Secretary and in charge of UP affairs, Digvijay Singh, had expressed his desire to adopt a block in Sonebhadra district of the State.
