ZP has prepared a Rs. 136-crore plan Taluk panchayats told to give publicity to the scheme Chitradurga: The general meeting of the Chitradurga Zilla Panchayat here on Thursday was largely dominated by discussion on the National Rural Employment Guarantee Scheme (NREGS) and its implementation in the district. The matter came up for discussion as several zilla panchayat members complained that action plans were not prepared and the pending bills of last year were not cleared. R. Krishnappa, member, accused that the zilla panchayat had not cleared the bills of several projects being implemented under the NREGS. Another member, Tippeswamy, said that the officials, mainly of the Minor Irrigation Department, had failed to prepare the action plans. Voicing his concern, Jayanna, member, said that despite the Government order, machines had been used in several places for works under NREGS. Replying to the accusations, Chief Executive Officer H.P. Prakash said that the panchayat had prepared over 70 per cent of the action plans and obtained approval from the Government. However, he admitted that owing to “lethargic attitude” of the Minor Irrigation Department authorities, only 10 per cent of the action plans had been prepared. Mr. Prakash said he had directed the Deputy Secretary to send a report to the Government for initiating action against the officials of the department. On the allegation that the zilla panchayat was not giving works to labourers, he said since the scheme was demand-oriented, works could be given only if the panchayat received demands from particular areas. Claiming that the panchayat was not having dearth of funds, he said that it had prepared a tentative plan of Rs. 136 crore, but, the Government would release more funds if required. He said that owing to inadequate publicity, people were not coming to seek job. He directed the Executive Officers of all the taluk panchayats to give extensive publicity through the media to invite workers. Mr. Prakash said that most of the bills were being cleared and there were technical difficulties in clearing a few of them. When Mr. Jayanna raised the issue of appointment of teachers in schools, mainly in rural areas, MLC Narayanswamy said the Education Department of district could not do anything on the appointment of teachers. However, he advised Deputy Director of Public Instruction L. Rangappa to depute the primary school teachers who have completed B.Ed. to high schools till the appointment of new teachers.
