Contractors hesitate to bid for work on water supply scheme

Residents of Namakkal Municipality irked over delay in project take-off
|
NAMAKKAL: The inordinate delay in the execution of the new water supply scheme of Namakkal Municipality has irked the residents of the town.
The municipal administration has chalked out the plan about two years ago following increase in the demand for drinking water in the town, which has a population of over 57,000. The local body received approval from the Central and State Governments to implement the scheme at an estimated cost of Rs. 9.90 crore under the Urban Infrastructure Development Scheme for Small and Medium Towns.
The Tamil Nadu Water Supply and Drainage (TWAD) Board was selected as the implementing agency. Local Administration Minister M.K. Stalin laid the foundation stone for the implementation of the scheme in December 2006. But the execution of the scheme is yet to begin.
Meanwhile, residents in the town are facing problems due to inadequate supply of water. The municipality gets only 4.4 million litres per day (mld) from two old water supply schemes. The new scheme envisages the supply of about 6 mld to the town. Once implemented, the municipality will be able to provide 125 litres per capita a day water.
Official sources said that the implementing agency, TWAD board, had not received any bids in the first tender call issued for the scheme.
The second and third tender calls also met with no response. In the fourth call, only one contractor responded. But the bid was rejected as the rate quoted in it was higher than the government rate. As a result, the TWAD issued a fifth call recently. The contractors are hesitating to bid for the works in the scheme due to frequent fluctuations in the prices of materials, including cement and steel.
This is the major reason for the delay in the execution of the scheme, a senior official pointed out.
Municipal Commissioner Pongodi Arumaikan said that the municipality had informed the Commissionerate of Municipal Administration about the delay. Steps were initiated to start the implementation of the scheme shortly, she added.
