RWAs oppose ToD metering

‘How can discoms propose tariff hike when they have made record profits?’

‘ToD metering proposal is a clever mechanism to increase tariffs through the back door’


NEW DELHI: A group of residents’ welfare association members and representatives of non-government organisation People’s Action recently met Delhi Power Minister A.K. Walia to put forth their objections over the proposal to implement Time of Day Metering (ToD) and the Multi Year Tariff in the city.

President of People’s Action Sanjay Kaul said: “We have placed before the Minister a summation of the major objections residents from across Delhi have expressed on the issue of the MYT and ToD metering proposals. We have provided the Minister eight fundamental objections that we have on the very basis of the public hearing.”

The residents said the public hearing conducted by the DERC “has not taken into account public sentiment in spite of widespread opposition to the performance of the present discoms, and also not accounted for an independent audit of the petitions filed for the last five years before accepting these as accurate or genuine.”

“We have also said that the basis of continuation of the contracts of the existing parties is under question, the absence of competition in distribution makes the entire process of privatisation suspect and unilateral. Discoms, particularly BSES, have been accused and found to be frequently guilty of corrupt practices in a great number of instances and these charges have not been investigated so far. To propose a tariff increase at a time when theft recoveries are at their peak and the companies involved in distribution have made record profits is difficult to understand,” said Mr. Kaul.

The RWA members also said that discoms have been unable to improve services, lower tariffs due to competition and provide continued power supply; therefore there should be no rise in tariffs.

“The Commission has to find ways and means to not only penalise discoms for the harassment meted out to consumers over the last five years, but also secure for us a substantial tariff reduction of at least 25 percent this fiscal. We have also placed on record our objections to the ToD metering proposal as an unviable and clever mechanism to increase tariffs through the back door – by charging us more for times of peak necessity and lowest for least necessity,” Mr. Kaul said.
