Ponmudy defends cement supply scheme

VILLUPURAM: The concessional cement supply scheme has been designed to cater to the needs of people in the lowest strata. Since, most of them are villagers one cannot expect them to have obtained building permits, said K. Ponmudy, Higher Education Minister.
Hence, the government had proposed to allot cement at a controlled price of Rs 200 a bag through the Tamil Nadu Civil Supplies Corporation to two categories of people: those who had obtained the building plan approval (with a cut-off date of July 1,2007) and those without permits, he said. Mr. Ponmudy was speaking at the inauguration of a multi-media camp organised here on Sunday to highlight the achievements of government departments.
Making a veiled reference to the comments made by Pattali Makkal Katchi founder S. Ramadoss that cement should be allotted only to those who had got building approval as otherwise it would result in malpractices, Mr. Ponmudy said it would not be feasible. One should have a practical approach. Most of the rural households who built houses on 500-1,000 sq ft. were not in the habit of obtaining prior approval. In such cases, officials in the rank of Revenue Inspector would inspect the sites before making cement allotment. If permits were insisted upon, not even one tenth of the proposed aggregate supply of 20 lakh bags of cement a month would be lifted.
As for the demand for raising the quota from 100 to 400 bags per household, Mr. Ponmudy said it might be considered at a later stage.
Mr. Ponmudy hailed Agriculture department officials for having demonstrated the cost-effectiveness of the mechanical devices at a time when the farm sector was facing manpower shortage.
Such a camp should be organised in rural areas where large number of people used to gather, particularly during the river festival (observed yesterday), instead of in the urban areas.
