TAMBARAM: In an initiative that is likely to encourage similar projects elsewhere, a portion of the tax, paid by residents of a locality under the Peerkankaranai town panchayat to the urban local body, has been used to develop a green belt in their area.

Residents of Srinivasa Nagar, constituting a small fraction of the town panchayat, were among the several localities in the southern suburbs of Chennai who were deprived of a green patch in their area .

Srinivasa Nagar is located close to the office of Peerkankaranai town panchayat. Sembakkam, Pallikaranai, Chitlapakkam and even Peerkankaranai town panchayats were among the urban local bodies that developed vacant spaces into lush green parks with support from the State Government and contributions from the corporate sector in the past.

A two-ground plot (measuring 4,800 square feet) in Srinivasa Nagar near the town panchayat lying unused for several years caught the attention of activists in the area. K. V. Radhakrishnan, vice-president of the town panchayat, said residents of the locality came up with a proposal to develop the piece of land as a park.

He said residents of this locality had made regular payments to the town panchayat through property tax and other charges due to the urban local body. Out of this amount, a portion of it was earmarked for welfare projects. Of the total tax collected from this locality alone, Rs.1.1 lakh was earmarked for developing the park.

The land came for free as it was identified for a development work. The other facilities in the park — fountains, pathways and other works — were created with rubbish left behind by construction work for some of the government schemes, officials told The Hindu.

A portion of the amount remitted by taxpayers was earmarked for welfare works and elected representatives and officials of the local bodies had to take the initiative in using resources for development works said Mr. Radhakrishnan, also the Tambaram area secretary of the Communist Party of India (Marxist).
