Centre to review rural job scheme in U.P.

LUCKNOW: With the Congress-led UPA Government at the Centre reportedly not satisfied with the implementation of the much talked about National Rural Employment Guarantee Programme (NREGP) in Uttar Pradesh, Union Rural Development Minister Raghuvansh Prasad Singh is arriving here to review the progress of the scheme. Mr. Singh will preside over a meeting of Chief Development Officers (CDOs) at Tilak Hall on Wednesday. He is also expected to meet a Congress delegation.

Distribution of job cards and man-days of employment created under NREGP in Uttar Pradesh have become another bone of contention between the Mayawati regime and the Congress.

While the Congress has accused the State Government of poor implementation of the UPA Government’s flagship programme, particularly in the drought-hit Bundelkhand region, the charges have been rejected by the State. The Mayawati Government has been quick to react to the Congress’s allegations. No sooner did Congress general secretary, Rahul Gandhi accuse the Government of not implementing NREGP in Jhansi on January 17 the State Government issued a five-page Press Statement the same day dismissing the charges.

Meanwhile, the Central Employment Guarantee Council is also on a tour of five U.P. districts to find out the status of the scheme, distribution of job cards and employment generation. The Council, headed by Communist Party of India (Marxist) Politb Bureau member, Subhashini Ali, visited Orai and Jalaun in Bundelkhand on Monday. It would meet the State Rural Development Department officials on Tuesday and participate in the Union Rural Development Minister’s meeting on Wednesday.

According to information available from the Rural Development Department, over seven lakh job cards have been issued to the beneficiaries in the State, out of which around 3.54 lakh households have gained employment. For Bundelkhand, the figure till December 2007 is 6.71 lakh job cards distributed and employment generated for 3.12 lakh families. A total of Rs.13.990.25 lakh was spent till December 2007 for creating 101.35 lakh man-days of employment in Bundelkhand, the Government has claimed.

However, the Congress, which has been spearheading a campaign for implementation of NREGP, has said the actual ground position is different from what the Government has claimed. According to the UP Congress in-charge of NREGA, Sanjay Dixit, since the scheme was launched in 2006, only 66,000 beneficiaries have secured 100 days of employment guaranteed under the Act, which is less than 20 per cent of the job card holders.

“Likewise, against 33 per cent of jobs reserved for women under the Act, in U.P. only 17 per cent women beneficiaries have secured employment,” Mr. Dixit added.

The Congress plans to present job card holders from Hardoi, Sitapur, Barabanki, Amethi (Sultanpur), Rae Bareli and Unnao districts before the Union Minister on Wednesday.
