NEW DELHI: The Rehabilitation and Settlement Bill, 2007, and the Land Acquisition (Amendment) Bill, 2007 are likely to be passed in the Budget session, Union Rural Development Minister Raghuvansh Prasad Singh said here on Tuesday. Inaugurating the 8th Editor’s Conference on Social Sector Issues, Mr. Singh said this would help in solving the issues arising out of the policies of economic liberalisation and de-regularisation. This would also go a long way in streamlining the process for setting up Special Economic Zones and preventing situations like Nandigram. However, the implementation would depend on the State governments. The National Rehabilitation and Resettlement Policy, which came into effect in October last, provided for basic minimum requirements and principles to be fulfilled in all the projects leading to involuntary displacement. The policy would be applicable to involuntary permanent displacement due to other reasons. The two Bills were introduced in Parliament in the winter session. The Minister said the draft Microfinance Bill to provide finance to socially weaker sections of society and rural population was ready. The recommendations of the Committee of Secretaries on modernisation of revenue administration for the establishment of clear land titles were taken into consideration in formulating the modified scheme by integrating the survey and settlement, computerisation of land records and registration processes.
