U.S. President George W. Bush delivers the final State of the Union address of his presidency in Washington on Monday.

Washington: President George W Bush said the U.S. was increasing funds for “ethical” stem cell research that does not involve destroying human embryos. He hailed the discovery of methods to re-programme adult skin cells to act like embryonic stem cells. But he also insisted that “moral boundaries” be respected in sensitive genetic research and called for a ban on human cloning.

Meanwhile, the Secret Service said a man who made verbal threats against Mr. Bush was arrested on Monday outside the north fence of the White House. — Agencies
