Increase in support price for raw jute suggested CPWD allowed to proceed with tender process for Kabul buildings NEW DELHI: The Union Cabinet on Wednesday decided to extend by six months the term of the second Administrative Reforms Commission headed by Veerappa Moily. It will now have time till September 30 to submit its report. The panel has been working on a wide range of issues starting from a re-look at the organisational structure of the Central government, and steps needed to ensure more effective administration at the State, district and panchayat and local body levels, to promotion of e-governance, and strengthening of the public finance management systems, crisis management and public order. The terms of reference also include issues of federal polity, ethics of governance, encouragement for citizen-centric administration and refurbishment of personnel administration. Chaired by Prime Minister Manmohan Singh, the Cabinet also extended the terms of the Commission for Economically Backward Classes not covered by the existing reservation policy and the National Commission to study the Developmental Aspects of Denotified Tribes, Nomadic and Semi-Nomadic Tribes by six months. The former Commission would now have time till August 1 and the latter till August 5 to complete their work. The Cabinet also gave its nod to allow the Central Public Works Department to proceed with the tendering process for the combined project of construction of Afghanistan’s parliament building and the Indian Chancery complex in Kabul. It decided to raise the minimum support price for raw jute by Rs. 195 a quintal for the 2008-09 season. Consequently, the MSP for the benchmark Tosa Desi-5 grade of jute ex-Assam would now be Rs. 1,250 a quintal as against Rs. 1,055 last year. The corresponding MSP for other varieties and grades of raw jute across locations would be fixed by the Textiles Ministry keeping in view the aggregate scores assigned to different grades of jute, apart from their normal market price differentials. The Jute Corporation of India will continue to act as the Central nodal agency to undertake price support operations. The Central government would reimburse any loss it incurred.
