For a cleaner city: Director of Ministry of Environment and Forests A.B. Harapanahalli speaking at a workshop on solid waste management in Puducherry on Friday. — PUDUCHERRY: Director of Local Administration Department E. Vallavan on Friday urged the municipalities to take steps such as imposing fine for dumping garbage on the streets. “The municipalities in the Union Territory should try to emulate civic bodies such as the Chennai Corporation in imposing fine,” he said at the inaugural address at a workshop on solid waste management here. The department would support the move if the municipalities come out with a resolution at the council meeting, he added. Stating that solid waste management system could not be adopted without public support, Mr. Vallavan said that in the past, the government’s efforts to have a dumping yard at two places failed owing to opposition from residents. The key problem in putting a solid waste management system in place is the disposal of garbage, he added. However, the government was able to steer clear of all hurdles in constructing a dumping yard at Mudrapalayam. The construction work is progressing fast, he added. On the government’s plan to implement solid waste management rules in Puducherry and Oulgaret Municipality limits, he said the department had set a deadline of three years to have a proper system for collecting and disposing of garbage in the urban area. The department planned to utilise Rs. 52 crore from the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for implementing the solid waste management rules in the municipalities, he said. Steps would be taken to execute the project from the coming financial year, he added. Director of the Ministry of Environment and Forests Regional Office (Southern Zone) A.B. Harapanahalli stressed the need to find an alternative product for plastics to protect the environment.
