POSCO office building in Bhubaneswar. — BHUBANESWAR: POSCO-India has finally announced its rehabilitation and resettlement package for the families that will be affected by its proposed 12-million tonne steel project in Jagatsinghpur district. According to a statement issued by the company here on Friday, the families facing displacement will be given houses in the rehabilitation colony and compensation as per the State government’s Rehabilitation and Resettlement Policy. The company, however, said that those living on government land would also be provided houses in the rehabilitation colony. Besides, one nominated member of each project-affected family will be engaged in construction job through the contractor. The job would be mandated by suitable provision in the contracts, the company said. The engagements will be gradual and will have the order of preference such as landless labour family working in betel vines; displaced family from private land; displaced family from government land; 100 per cent land- losing family; partial land-losing family; and other left-out families in the three gram panchayats of Dhinkia, Nuagaon and Gada Kujanga that are not directly affected by the project. The scope for direct employment will arise after commissioning of the plant and one nominated member of each displaced family and 100 per cent land-losing family will be provided training and employment, the company said. TrainingOne nominated member of other land-affected families will be provided training free of cost for gaining employment in outsourced jobs which would be mandated by suitable provision in the contracts. Training will be provided to one member of other leftout families from the three gram panchayats to enhance their skills for employment/ self-employment. Cultivation in government land such as betel vine, prawn pond, paddy and fruit-bearing trees as well as landless labourers working in betel vines will be compensated, the company announced. The quantum of compensation will be worked out after survey and demarcation. For the fishermen community living in the proposed project site, the company said that a jetty would be constructed. Those displaced families who would opt for self-employment will be provided motorboats and nets for fishing. The company, which has so far not taken possession of any land in the proposed site, has announced that it will perform the groundbreaking ceremony for the project on April 1.
