NEW DELHI: The Delhi Cabinet on Monday commissioned a Cabinet Decisions’ Monitoring System (CDMS) and approved a policy for allotment of flats to the urban poor in low-cost housing scheme under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). At a meeting chaired by Chief Minister Sheila Dikshit it also fixed the circle rates for charging of stamp duty for agriculture land and land situated on the riverbed. After the meeting, Ms. Dikshit said the CDMS had been commissioned to ensure timely implementation of various Cabinet decisions. She said it would help in bringing the desired efficiency and enhancement of reach of different schemes approved by the Cabinet. It was revealed that 163 Cabinet decisions had been taken since January 2007, of which only 83 (51 per cent) had been fully implemented whereas 73 (45 per cent) stand partly implemented. As for approval to the policy for allotment of flats to the urban poor in the low-cost housing scheme under JNNURM, the Chief Minister said the new arrangement would pave the way for speeding up implementation of the scheme. The policy, she said, includes eligibility criteria for the beneficiaries and financing of the project.
