* * The strapline of a report “Stray incidents of violence in Mumbai” (February 5, 2008, page 1) was “Amar Singh files FIR against Raj Thackeray”. A few readers said that only the police can file an FIR. The report quoted the Deputy Commissioner of Police (Zone One) as having said that Mr. Amar Singh had filed the FIR. (The sixth paragraph was: “Brajesh Singh, Deputy Commissioner of Police (Zone One), said Mr. Amar Singh, in his FIR, alleged that he watched Mr. Thackeray on television issuing a threat to his life. A case has been registered under Section 506(2) of the IPC for threatening to cause death ….”) An FIR (First Information Report) is one given by an informant, who is anybody who knows about or who has seen a crime. It is the information recorded by the police officer on duty, given either by the aggrieved person or any other person about the commission of an alleged offence. On the basis of the FIR, the police commences its investigation. Any person can file an FIR. (The information on this is in Section 154 CrPC.) The third paragraph in the same report was: “A television report said vandals threw two bottles into Hollywood actor Amitabh Bachchan’s house on Sunday night ….” Hollywood” should have been “Bollywood”.
