PANCHKULA: The two-day 11th National Conference on e-Governance began here on Thursday with a call to eminent professionals, practitioners and experienced policy makers to ensure that benefits of Information and Communication Technologies (ICTs) touch the lives of the poor and these technologies substantially contribute towards achievement of social developmental objectives. Union Communication and Information Technology Minister A. Raja in his inaugural address said the success of e-governance initiatives would be judged mainly by the benefits it brings to the common man. “We now have more than a decade of experience behind us, and we have seen very interesting and innovative projects in many parts of the country, but many of them remain localised successes. We must design systems that go beyond small pilots -- to achieve speed, certainty and consistently high quality in the delivery of services -- along with comprehensive geographical coverage,” he added. Describing the National e-Governance Plan adopted by the Centre as a major policy initiative which would transform the socio-economic landscape of rural India, he said the setting up of one lakh Common Services Centres in six lakh villages across India would bring convenient services to the doorstep of the citizens in both urban and rural areas. These centres would be broadband and internet-enabled and would be linked to various government departments at the back-end through State Wide Area Networks (SWAN) and State Data Centres. Awards for HaryanaWhile presenting the national awards for e-governance, Mr. Raja complimented Haryana for bagging two awards for 2007-08. Haryana has got the gold award in Exemplary Horizontal Transfer of ICT-based Best Practice category for its “Integrated Workflow System for Paperless Admission” and the silver award in Special Sectoral Award (Focus Sector Agriculture) for the mustard procurement management system.
