KOCHI: Governor R.L. Bhatia said here on Friday that one had to probe in depth the ins and outs of every factor before taking strategic decisions. Delivering the inaugural address at a national seminar on ‘information communication and intelligent systems’ organised by the Institute of Electronics and Communication Engineering and Model Engineering College here, Mr. Bhatia said that it was also imperative that “one has to rid oneself of built-in prejudices and rise to the demands of the age with an open mind.” The Governor said that “ours was an age of ‘change-a-minute technology’ that had redefined many of our concepts.” The world had become a village with the steady increase of communication facilities, he said. “The resultant flux of change is most evident in the sphere of electronics and telecommunication,” he said. In his keynote address on the occasion, N. Sitaram, renowned scientist and Chief Controller (R&D-ECS), Defence Research Development Organisation, said that intelligent information and communication systems were crucial for network-centric warfare. The amount of information available under network-centric warfare was large. Mr. Sitaram said a key feature of network-centric warfare was seamless connectivity through robust communications network. Information overload was a factor that affects cognitive information in a battlefield. Experts presented papers after the inaugural session. The seminar will conclude on Saturday.
