HYDERABAD: Anticipating Opposition onslaught during the budget session, Chief Minister Y. S. Rajasekhara Reddy on Friday advised party MLAs and Ministers to observe restraint and ensure the session ends with fruitful discussions. Dr. Reddy reportedly told his colleagues at the Cabinet meeting that this would be the last full-fledged budget by his Government. He is understood to have pointed out that the welfare and development sectors would get a place of pride in the budget. The Chief Minister is stated to have commented that a united Opposition might prevent smooth functioning of the House. Hence, he wanted Ministers to be fully prepared with all necessary information and party MLAs’ present in full strength. Dr. Reddy said the district in-charge Ministers should ensure that all MLAs are present during the debates. He asked them to hold get-togethers with the respective district legislators, try to solve their problems and plan strategies to counter the Opposition attack on various issues. Sources said Municipal Administration Minister Koneru Ranga Rao suggested incentives be given to MLAs who are prompt in attending Assembly. They quoted Women and Child Welfare Minister N. Rajyalakshmi as having stated that Congress members who skip the sittings be fined. Higher Education Minister D. Srinivas, who holds charge of Urban Land Ceiling portfolio, suggested regularisation of all the Government occupied land be considered. Dr. Reddy said the Government would consider regularisation of land occupied between 1995 and 2003.
