NEW DELHI: To make the whole process more transparent, Delhi University’s Dean of Colleges has issued a letter to all heads of departments and Principals spelling out the guidelines to be followed for making ad hoc appointments of lecturers. The letter from Prof. Nayanjot Lahiri contains detailed guidelines on setting up of a panel by the departments, the circumstances under which ad hoc appointments are to be made, as well as service benefits extended to such appointees. From now on, the ad hoc panel prepared by the department concerned will be displayed on www.du.ac.in as well as be put up on the notice board of the department as soon as it is prepared. Provision for panelAlso, a separate panel would be set up for persons belonging to Scheduled Castes/Scheduled Tribes/Other Backward Classes and physically handicapped categories as per the roster. The University has categorically clarified that ad hoc appointments against vacancies in these categories would be filled with such candidates only. “These guidelines have to be followed in all future appointments. The guidelines were approved by the Executive Council of the University at its meeting on December 27 last year. This will go a long way in ensuring transparency and uniformity in the process of making ad hoc appointments,” Prof. Lahiri said. According to the guidelines, appointment of ad hoc teachers will be made from a panel drawn by the respective department(s) of the University, wherein they will invite applications for the same twice a year -- first by April-end and second by September-end. “The panel for considering such appointments will be drawn by a committee consisting of the head of the department concerned and four teachers, keeping in mind the principle of seniority, on rotation for two years. A minimum of ten names will be sent without splitting the respective category of qualifications that is to be transmitted. As and when candidates join against ad hoc vacancies, their names will be deleted from the panel,” said the letter. The residual names in the list would form part of the active panel to be transmitted until all names in the category concerned are exhausted. Number of vacant postsTo avoid any confusion, the colleges would be mandated to mention the number of vacant posts to be filled up, the dates of interviews and the number of candidates asked to appear for the interview on the University website as well as that of the college. The college concerned may interview the candidates listed in the panel sent by the University through a selection committee comprising the Principal, teacher-in-charge as well as one more teacher in the subject.
