dated February 13, 1958: Amendment Bill

A Bill empowering the Postal authorities to destroy articles containing lottery tickets or any matter relating to unauthorised lotteries detected during their transmission and providing for penalties for senders of such articles was passed by the Rajya Sabha on February 11. Earlier, during the debate on it, several members questioned the propriety, constitutional or otherwise, of vesting the post offices with powers to destroy postal articles. They agreed with the aim of discouraging lotteries but wondered whether the post offices should be the instruments of enforcing a reform like this. When the Indian Post Office (Amendment) Bill was taken up for consideration, the Union Minister for Shipping, Mr. Raj Bahadur, said that when the Bill was enacted, the possibility of sending by post material which would induce people to participate in unauthorised lotteries would be obviated. He promised that the powers sought under the Bill would be exercised with care and caution.
