KOTTAYAM: The ongoing 19th State conference of the Communist Party of India (Marxist) has promised the people of Kerala improved governance by the Left Democratic Front (LDF) government to bring about prosperity in the State. “Although the performance of the government during the last 21 months was satisfactory, it is a fact that there are some shortcomings that need to be rectified. This conference assures the people of Kerala that the LDF government would correct these weaknesses and provide a development-oriented and efficient administration,” a resolution adopted by the conference on the third day on Wednesday said. Briefing reporters about the deliberations of the conference, LDF convener Vaikom Viswan said the weaknesses mainly related to the inability to translate decisions into action, greater vigil in handling various issues and the inability to tackle controversies. ControversiesThere were controversies over even very small issues, but these could not be properly handled. The Smart City project, the Vizhinjam project, ISRO [Indian Space Research Organisation] land question and higher education reforms were all issues over which controversies had erupted. The media too had played a prominent role in all these issues. On the HMT land deal, the Industries Department was targeted though it had not handled the land issue directly. There were even attempts to create controversies deliberately, he said. Sending a strong signal to potential investors, the resolution said the government would draw lessons from the experiences of the last two years and soon chalk out a blueprint for the State’s development and the government’s functioning. Several investors had come forward to invest in the State. The stand that the government took must be helpful in the speedy realisation of these investments without compromising the State’s interests. All pending applications would be examined and decisions taken in a time-bound manner. Controversies that would put off potential investment would not help in the State’s development. Everyone should cooperate to create an investor-friendly atmosphere in the State, it said. The resolution lauded the steps taken by the government to tackle the agrarian crisis in the State, which had resulted in the suicide of farmers during United Democratic Front rule, and the improved performance of public sector units under the LDF government, but felt that further steps were necessary to bring about a giant leap in agricultural growth and revitalisation packages for the Kerala State Road Transport Corporation (KSRTC) and the Kerala Water Authority (KWA).
