This Day That Age
Sir Malcolm Darling, Colombo Plan consultant to the Planning Commission, has, in the course of his report on “certain aspects of the Co-operative Movement in India,” suggested the opening of larger type of co-operative societies and has urged that such experiments should go hand in hand with a special effort to make the small societies more viable. For strengthening the small societies, Sir Malcolm has suggested that the membership should be increased, dormant societies revived, moribund societies liquidated, and very small societies with little prospect of growth amalgamated by only with their consent. He observes that the Second Five-Year Plan involves “the most spectacular effort ever contemplated in the field of agricultural cooperation which is vital for rural development.”
