High Court summons DCP

Improper probe into allegations of sexual harassment by minor domestic helps

They recounted their woes to the Bench


NEW DELHI: The Delhi High Court on Monday summoned the Deputy Commissioner of Police (South) of the Delhi Police to explain why a proper investigation was not conducted into allegations of sexual harassment, under-payment and non-payment of wages to minor domestic helps against their employers and a South Delhi placement agency.

A Division Bench of the court comprising Justice Vikramjit Sen and Justice P. K. Bhasin summoned the DCP when a non-government organisation informed the Court on behalf of the domestic helps that they had been sexually assaulted during their employment and were normally not paid full wages and their wage arrears had been not been paid for several months even after they had left the job.

The Bench directed the DCP to appear before the Court on February 25 to explain the alleged lapse.

Several of these children were present in the courtroom. They themselves also recounted their woes to the Bench.

The Bench had last week directed the city police to obtain lists of employers of minor domestic helps from placement agencies here to find out the nature of exploitation, if any, these children were subjected to by the employers and the agencies.

The Bench has been hearing a public interest litigation by the voluntary organisation, “Shramajivi Mahila Sanstha”, alleging that certain placement agencies in the Capital were trafficking girls and boys from West Bengal, Uttar Pradesh and Bihar and forcing them into the sex racket in the name of employment as domestic helps.

It alleged that the placement agencies deducted half the amount from the wages of these children
