HCS officer penalised with compulsory retirement

Chandigarh: The Haryana Cabinet on Tuesday gave its approval to the decision of the Competent Disciplinary Authority to impose a penalty of compulsory retirement upon Ishwar Singh Dahiya, a Haryana Civil Services (HCS) officer, as a disciplinary action.

The State Cabinet at its meeting presided over by Chief Minister Bhupinder Singh Hooda gave the approval to compulsorily retire Dahiya for proven charges of misconduct after taking into consideration all aspects of the matter relevant to the case including the findings of the Inquiry Officer, observations made by Haryana Public Service Commission and contentions made by the officer in his representation.

The inquiry conducted to look into the issue had clearly established that Mr. Dahiya had used unfair means in the Revenue Law Paper-II examination held on November 29, 2001 as the answer given by him tally word for word with the text books, Act and manuals, which is not possible for any normal person to memorise verbatim.

This paper was required to be answered without the help of textbooks, Acts and manuals, an official release said later.

The Cabinet also approved disciplinary action against another officer Ishwar Singh Lathar, Block Development and Panchayats Officer for alleged misconduct in purchasing furniture, medicines etc beyond his limit. The Cabinet approved the punishment of stoppage of one grade increment with cumulative effect along with recovery of loss of Rs.74,940.

The meeting also approved exemption from entertainment tax on Hindi film Chak De India on its 15 prints. -- PTI
