Thiruvananthapuram: A new scheme for starting day-care homes for elderly persons, the destitute and disabled persons by pooling together the resources of local self-government institutions, the State government, non-governmental organisations (NGOs) and the Central government will be introduced. Elders Parks will be started in all districts in association with local bodies and NGOs. In his address to the Assembly here on Wednesday, Governor R.L. Bhatia said the government would also evolve a suitable relief and rehabilitation package for those who get displaced when the government acquired land for public purposes. Around 10,000 hectares of inland water areas would be brought under fish/prawn/shrimp culture under the Matsyakeralam project involving 700 grama panchayats. The government would set up an International Institute for Arabic Studies and Research in the context of the Sachar committee recommendations and a Centre for Engineering Research. Since the representation of women at the level of sub-inspectors, inspectors and deputy superintendents of police in the local police is grossly inadequate, the government would make women candidates eligible to apply for selection by the Public Service Commission in the cadre of sub-inspector of police, the Governor said.
