Steps to check rice smuggling

KANCHEEPURAM: Special teams have been formed to monitor movements of rice within and through Kancheepuram district in order to prevent smuggling of PDS rice from the State.
Talking to The Hindu here on Thursday, Collector Santosh K. Misra said that special teams, one headed by the District Supply Officer and others by respective Taluk Supply Officers, had been formed as per the decision taken at the State Cabinet meeting to check PDS rice smuggling. The Kancheepuram district and Greater Chennai City police have also been directed to detain vehicles carrying rice at check-postsMoreover, the Civil Supplies officials have been directed to ensure that lorries transporting commodities loaded at the Civil Supplies godowns do not deviate from the route chart, he said.
“It is SGRY rice”
Meanwhile, enquiries reveal that a major quantity of rice, being smuggled out of the State, is the rice provided to the labourers engaged for public infrastructure development works taken up under the `rice component scheme’ of the Sampoorna Gramin Rojgar Yojna and not the rice distributed to the family card-holders under the ‘one-kg-rice-Rs.2’ scheme.
In order to substantiate their theory, official sources pointed out that the labourers, who refused to accept 5 kg of rice under the SGRY earlier, came forward to accept the rice after the introduction of ‘one-kg-rice-Rs.2’ scheme. On the other hand, there was not much of fluctuation in the monthly off-take of rice for distribution through PDS shops, they added.
At the same time, sources expressed confidence that rice smuggling would disappear from April since a majority of the districts in the State would be covered by the Rural Employment Guarantee Scheme, where the wages would be paid in cash only.
