‘Three-member panel on backwardness’

Commission to be a constitutional body: YSR

HYDERABAD: The commission being contemplated by the Government to assess the backwardness of a region or district and bring them on a par with developed districts will have three members—an economist of the eminence of C. Rangarajan - a judge of the High Court or Supreme Court and a sociologist.

Chief Minister Y.S. Rajasekhara Reddy said the commission will be a constitutional body vested with powers to direct the Government to release special funds to the region or district found backward and develop them in a time frame of five years.

Dr. Reddy who continued his reply to the debate on the Governor’s Address in the Legislative Council on Friday said a section of people was of the view that justice could be rendered to a backward region only if a separate State was formed.

But till the issue of forming a State (Telangana) was resolved by the Congress high command, the problem of backwardness could be addressed by the commission.

Crucial announcement

The remarks came ahead of the Chief Minister’s proposed meeting with seniors who upped the ante at the residence of MP G. Venkataswamy to iron out the differences.

In his two-hour speech, Dr. Reddy outlined various achievements of his Government that was received with thumping of desks by Congress members even as the name of Opposition leader N. Chandrababu Naidu echoed with the Chief Minister aiming snipes at him on several counts.

He sought suggestions from the political parties on the structure and functions of the commission .

While the Congress and the TRS had concurred on Second SRC at the time of elections, many were ‘talking much and causing mutual recriminations’ by using unparliamentary language.
