CUTTACK: The Orissa Board of Secondary Education (BSE) which conducts the Matriculation examination in the State, has decided to act tough against erring examiners, scrutinizers and evaluators of the coming annual High School Certificate (HSC) examination scheduled to begin on March 26. In a strongly-worded circular issued to all those who are connected with the evaluation of answer sheets of the examinations, the BSE has warned all concerned of initiation of pecuniary punishment and disciplinary proceedings against delinquents. The BSE has asked the evaluators to be cautious and careful in evaluating the answer papers thoroughly, awarding marks judiciously as per the scheme of evaluation prepared by the Board. “Failing to do so may result in spoiling the career of innocent students, depriving them of prosecuting their higher studies and entering into unnecessary litigations,” the circular said. Quoting an order passed by the Supreme Court, the circular said: “Award of marks by an examiner is to be fair and considering the fact that revaluation is not permissible under the statute, the examiner has to be careful, cautious and has a duty to ensure that the answers are properly evaluated. No element of chance or luck should be introduced. An examination is a stepping-stone on career advancement of a student. Absence of a provision for revaluation cannot be a shield for the examiner to arbitrarily evaluate the answer script. That would be against the very concept for which revaluation is impermissible”. Court casesThe circular said that due to careless evaluation, the Board is facing a large number of court cases. “The High Court is expressing its displeasure for such erratic evaluation and has imposed a penalty to the extent of Rs 2500 on the Board which is to be realized from the examiner concerned ,” it said. The circular further said that since the Supreme Court had decided that the Xerox copies of the valued answer sheets would be supplied to applicants under the Right To Information Act-2005, all are requested to ensure proper and error-free valuation to avoid any litigation.
